Evans Lyndon Baines-Johnson (Bio)

Mr. Evans Lyndon Baines-Johnson popularly known as LBJ works as an Environmental Specialist for the World Bank-funded Productive Social Safety Net and Youth Employment (PSSNYE) Project implemented by the National Commission for Social Action (NaCSA) where he provides Project Implementation support to Implementing Partners of the PSSNYE for compliance with the World Bank’s Environmental and Social Framework.

Before joining NaCSA, LBJ worked as a consultant at FCC where he assisted in the development and implementation of the #TransformFreetown development strategy at ward level. He was part of a team that developed the Climate Action Plan for the Freetown City and was the primary lead for the Freetown flood mitigation and disaster Risk reduction strategies under the #TransformFreetown initiative for the Freetown City Council's Environmental Management.

Seconded to the Environmental Foundation for Africa (EFA) from FCC, LBJ was the Project Coordinator for the Urban Greening Program (#FreetownTheTreeTown) of the World Bank-funded Resilient Urban Sierra Leone (RUSLP) Project implemented by EFA. Under his leadership, he coordinated tree planting and growing operations working with over 11 Community-based Organizations, over 350 tree growers, and daily workers and volunteers across 62 communities in 13 catchment areas in Freetown and the Western Area peninsular. His track record of achievement in that project resulted in the planting and growing of over 600,000 trees in 3 years achieving a tree survival rate of 80% using green technology to track and grow trees. He was part of the team that worked on and won the 2021 Global Mayor’s Bloomberg Challenge with his achievements working on urban greening and reforestation. He is a Green Economy advocate, writer, and blogger on climate change, environmental management, and disaster risk mitigation. He is part of the C4O Urban Flooding Network which is a peer learning platform for forecasting and addressing urban flooding issues.

Mr. Baines-Johnson holds a Master of Arts in Governance and Public Policy majoring in Environmental Sustainability from the University of Sheffield in the United Kingdom and was a 2015/2016 Chevening Scholar. He is a 2022 Urbanshift/C40Cities Cities Academy-Kigali Fellow who participated in and facilitated training in Climate Action Planning and Nature-based Solutions (NbS). He is a certified Climate Reality Corps trained by Al Gore, the former USA Vice President. He's a climate enthusiast and passionate about renewable energy, especially promoting waste-to-energy initiatives. He is an Enviropreneur (Environmental Entrepreneur) and the pioneer and founder of enviro-smart companies including Baines Enviro-Tech Ltd; a company that is piloting the production of biogas, biofertilizers, and compost from biodegradable waste, ASILI Reserves & Farms and co-founder of AMKA Creative; a Sierra Leone-Rwandan Green-Tech Company. He is a multi-linguist speaking English and French fluently and multiple local dialects in Sierra Leone with little knowledge in Spanish, Latin, and Italian.
