Brief History: In February 1995, Ambassador Dr. Lumbanga was sworn in as Chief Secretary (Head of Public Service and Secretary to the Cabinet) in the Government of the United Republic of Tanzania by the then President H.E. Ali Hassan Mwinyi. Ambassador Dr. Lumbanga would go on to serve in this position for the next 11 years (February 1995 - Februay 2006) under the presidency of H.E. Benjamin William Mkapa and H.E. Dr. Jakaya Mrisho Kikwete. In this position he was responsible for several reforms in the social, economic and political spheres.

Early life[edit]

Ambassador Dr. Matern Y. C. Lumbanga was born on 5 May 1947 in Mchombe, Kilombero District of Morogoro, Tanzania. He was born as an only child to his mother Angela Sagamiko and a first born to his father, Yakobo Christian Lumbanga who had two sons.

Education[edit]

Ambassador Dr. Lumbanga acquired his primary education from first to fourth grade at Mkangawalo Primary School in 1955-1958. He received his Upper Primary School Education (Standard V–VIII) at Igota Primary School in 1959-1962.

Dr. Lumbanga attended St. Francis College in Kwiro, Mahenge for secondary school (Standard IX-XII) where he was also elected the Head Prefect. He was also known to be a talented athlete and soccer player, as his Headmaster Mr. J.G Gray would later recall.

Dr. Lumbanga was selected to further his studies at St. Francis College - Pugu Secondary School where he studied from 1967-1968 and was awarded A-Level Cambridge Certificate.

Dr. Lumbanga joined the University of Dar es Salaam from July 1968-March 1972, where he was awarded Bachelor of Arts Degree in Economics, Management and Administration (Majoring in Industrial Economics).

After 34 years of serving the Government of Tanzania, and few months after serving as UN Ambassador, Dr. Lumbanga decided to pursue a Master's degree at the Geneva School of Diplomacy, Switzerland in July 2006-June 2007. He was awarded a Master’s Degree in International Relations (magna cum Laude). This was immediately followed by his pursuit for a Doctorate degree in September 2007-June 2009 upon which he received a Ph.D in International Relations at Geneva School of Diplomacy, Switzerland at the age of 60.

Career[edit]

-First Appointment Ambassador Dr. Lumbanga began his career serving the Government of Tanzania in March 1972. He was first employed at the Ministry of Planning and Economic Affairs as an Economist from March-April 1972, and then transferred to the Prime Minister’s Office where he continued to serve as an Economist from May 1972-November, 1975.

Positions Served[edit]

Regional Planning Officer In December 1975, Dr. Lumbanga was appointed as the Regional Planning Officer at the Regional Commissioner’s Office in Musoma, where he served until June 1977.

Commissioner for Regional Planning and Control In July 1977, Dr. Lumbanga was promoted to the position of Commissioner for Regional Planning and Control, Prime Minister’s Office.

Director of Planning - Ministry of Natural Resources and Tourism In January 1978, Dr. Lumbanga was appointed by President Julius Kambarage Nyerere to be the Director of Planning at the Ministry of Natural Resources and Tourism. He was one of the youngest Directors and held the position until March, 1987.

Deputy Permanent Secretary - Ministry of Lands, Natural Resources and Tourism. In April 1987, President Ali Hassan Mwinyi appointed Dr. Lumbanga as the Deputy Permanent Secretary at the Ministry of Lands, Natural Resources and Tourism.

Permanent Secretary - Ministry of Lands, Natural Resources and Tourism. In August 1988, Dr. Lumbanga was promoted to be the Permanent Secretary at the Ministry of Lands, Natural Resources and Tourism.

Permanent Secretary - Home Affairs In April 1990, Dr. Lumbanga was appointed as the Permanent Secretary at the Ministry of Home Affairs.

Permanent Secretary - Ministry of Industry and Trade In November 1991, Dr. Lumbanga was appointed as the Permanent Secretary at the Ministry of Industry and Trade.

Permanent Secretary - Ministry of Lands, Housing and Urban Development In December 1992, Dr. Lumbanga was appointed the Permanent Secretary at the Ministry of Lands, Housing and Urban Development.

Chief Secretary - President’s Office In February 1995, under the Mwinyi regime Dr. Lumbanga was appointed Chief Secretary, President’s Office (i.e. Head of Public Service and Secretary to Cabinet to the Government of the United Republic of Tanzania). Ambassador Plenipotentiary and Permanent Representative of Tanzania - Geneva & Austria. From February 2006, Dr. Lumbanga was appointed Ambassador Plenipotentiary and Permanent Representative of the United Republic of Tanzania to the Permanent Mission of Tanzania and other International Organisations in Geneva. He was also accredited to the United Nations office in Vienna.
