International Prisoner of War Agency Inception The International Committee of the Red Cross on 21 August 1914 in response to the worldwide conflict and the inadequacy of the 1906 Geneva Convention for the Amelioration of the Condition of the Wounded and Sick in Armies in the Field. The initial intent behind creating the agency was to regain contact with prisoners of war and other displaced persons during the war.
