That is a house rule which doesn't affect Wikipedia. If a photographer violates those rules, then Transport for London might be able to sue the photographer, but it doesn't prevent Wikipedia from using the photos. Additionally, the rules explicitly allow people to take photographs as they pass through the system (as I was doing). Further this is only one of thousands of images Wikipedia has that were taken on LU stations or trains, and so any change to their acceptability would need to be discussed as a group rather than individually.
