It is evident to me that this photo, which had been published in the biography by Yonasan Rosenblum, Reb Yaakov: The life and times of HaGaon Rabbi Yaakov Kamenetsky was taken from the public domain photo, File:Vilijampolės ješivos rabinai ir mokiniai.png. An identical picture of Rabbi Dov Tzvi Heller can be seen in the center-left of the photo. Therefore, this photo as well may be in the public domain, and if it is, it should be written like that.
