He graduated in 2002 with a BA degree from the law faculty of the University of Tartu.[2]

From April 2007 until February 2009 he was a member of the Estonian parliament Riigikogu. When the Estonian Minister of Social Affairs Maret Maripuu decided to step down due to a scandal caused by the Ministry's inability to ensure home delivery of pensions and timely welfare payments, he was nominated to be her successor on 18 February 2009. He was sworn in as Minister on 23 February 2009.[3]

Hanno Pevkur is married and has two children – a son and a daughter.[4]
