Harold Raymond Ballard (born: February 5, 1918, Provost, Alberta, Canada – died: January 31, 1997) was a business executive as well as a chartered accountant. He served as a Canadian federal politician from 1965 to 1968.

Ballard first ran for a seat in the Canadian House of Commons in the 1965 federal election. He defeated incumbent Member of Parliament Harry Hays to win the Calgary South electoral district. Ballard ran for re-election in the 1968 federal election but was defeated by Liberal candidate Patrick Mahoney.
