Hori Naotora (堀 直虎, September 26, 1836 – February 10, 1868) was a samurai of the late Edo period who served as daimyo of Susaka han (Echigo Province; 12,000 koku). He worked in various positions throughout the Tokugawa government, and was appointed Foreign Affairs Magistrate and wakadoshiyori in late 1867. He died suddenly in Edo Castle a little over a month later, in January 1868.

Following his death, he was succeeded by his brother Naoakira.
