Infrastructure contracts are decided by government departments, and there have been frequent allegations of improper advantage given to the company. In 2007, it was revealed that the company had also been the beneficiary of a number of multi-crore insurance "re-appraisals". These Contractor-All-Risk (CAR) policies were required by the contracts, and involved government owned insurance companies.
