Merlyn Joseph "Bill" Phillips (25 May 1896 – 10 January 1978) was a Canadian ice hockey player from Richmond Hill, Ontario.

Phillips played in approximately 303 games with the National Hockey League. He went on to play for the Montreal Maroons, the team whom he won a Stanley Cup with in the 1926 season. Following his time with the Maroons, he join the New York Americans.
