Mukhtar Abraruly Qul-Mukhammed (Template:Lang-kk) is a statesman and a political figure of Kazakhstan, First Deputy Chairman of "Nur Otan" party.[1]
Biography
He was born in Chuguchak, China. In 1961, Kul-Mukhammed's family returned to their historic homeland – Kazakhstan, village Makanchi which is a district of Semipalatinsk region (nowadays village Makanchi, Urdzhar district of East Kazakhstan Region).
- In 1982, he graduated from the Kazakh State University named after S.M. Kirov.
- From 1983 to 1992, he had been holding positions such as a Scientific Editor, a Senior Scientific Editor, Head of editorial office of philosophy, law and sociology, an executive secretary – deputy editor of the Main edition of the Kazakh Soviet Encyclopedia (Almaty city).
- From 1992 to 1999 – the director of "Atamura" enterprise, the chairman of JSC "Atamura", the President of "Atamura" corporation (Almaty city).
- From 1994 to 1999, he had been concurrently working at the Kazakh State University as a Senior Lecturer, an Associate Professor, and an Acting Professor (Almaty city).
- In 1995, he defended his candidate thesis in the field of history named "Problems of social and political history of Kazakhstan in XVIII century and the beginning of XIX century" (based on the pre-revolutionary Russian encyclopedias).
- In 1999, a PhD thesis in the field of jurisprudence on the topic: "Zhakyp Akpaev and the evolution of political and legal views of Alash figures (the end of the XIX-and the beginning of the XX century)."
- From 1999 to 2001 – Deputy of Senate of the Parliament of the Republic of Kazakhstan, Secretary of the Senate Committee on legislation and judicial-legal reform, Chairman of the Senate Committee on socio-cultural development (Astana city).
- In 2001, by the decision of the Presidium of the Higher Attestation Commission of the Republic of Kazakhstan dated 31 May 2001, he was awarded an academic title of Professor in Law.
- From 2001 to 2003 – Minister of Culture, Information and Public Accord of the Republic of Kazakhstan (Astana city).
- From 2003 to 2006, – the press-secretary, advisor to the President of the Republic of Kazakhstan (Astana city).
- From 2006 to 2007 – Deputy Head of the Executive Office of the President – Press secretary of the President of Republic of Kazakhstan (Astana city).
- From 2007 to 2008 – Governor of Kyzylorda region (Kyzylorda city).
- In March 2008, he was concurrently appointed to the position of Special Representative of the President of the Republic of Kazakhstan on "Baikonur" complex.
- From 2008 to 2010 – Minister of Culture and Information of the Republic of Kazakhstan (Astana city).
- From 2010 to 2012 – Minister of Culture of the Republic of Kazakhstan (Astana city).
- From 2012 to 2013 – The Secretary of State of the Republic of Kazakhstan (Astana city).
- From 2013 to 2014 – Minister of Culture and Information of the Republic of Kazakhstan (Astana city).
- From 2014 to 2016 – Advisor to the President of the Republic of Kazakhstan (Astana city).
- In 2015, he led the pre-election national public campaign in support of the candidacy of Nursultan Nazarbayev in the Presidential election.
- On 6 May 2016 – he was appointed to the position of the First Deputy Chairman of the "Nur Otan" party.[2]
