Potential of disturbance to develop into a significant tropical cyclone is poor.

SATELLITE IMAGERY SHOWS A WELL-DEFINED, PARTIALLY EXPOSED,
LOW LEVEL CIRCULATION CENTER (LLCC). CONVECTION REMAINS ON THE
EASTERN AND SOUTHERN PERIPHERIES OF THE CONSOLIDATING CIRCULATION,
COINCIDENT WITH MAXIMUM SURFACE WINDS OBSERVED IN A 021958Z QUIKSCAT
PASS. THE DISTURBANCE IS SITUATED IN A REGION OF FAVORABLE DIFFLUENCE
ALOFT SOUTH OF AN UPPER LEVEL RIDGE AXIS, BUT VERTICAL WIND SHEAR
REMAINS MODERATE OVER THE LLCC. MAXIMUM SUSTAINED SURFACE WINDS ARE
ESTIMATED AT 25 TO 30 KNOTS. MINIMUM SEA LEVEL PRESSURE IS ESTIMATED
TO BE NEAR 997 MB. BECAUSE THE LOW LEVEL CIRCULATION CONTINUES TO
CONSOLIDATE, THE POTENTIAL FOR THE DEVELOPMENT OF A SIGNIFICANT
TROPICAL CYCLONE WITHIN THE NEXT 24 HOURS IS GOOD.
