This tower has two observation levels which are not open to the public. Why? Have those sometime been open? If not, why they were built? High speed elevators indicate also that those were meant to be open to public. 82.141.75.168 (talk) 13:23, 27 June 2010 (UTC)[reply]

I doubt they are "observation decks" at all, as stated in the article. The only possibility is the one given above: they have been open in the past. There is no point in observation levels without public access, as such they are just "decks". 85.217.22.146 (talk) 03:43, 21 May 2012 (UTC)[reply]

Earthquake Design: 10 on Richter Scale?

According to the article, the tower was built to withstand "earthquakes up to a strength of 10 on the richter scale" - without citation This seems very unlikely - the richter scale saturates at a much lower level (~Ml = 6.8) so wouldn't go up to 10. The moment magnitude scale (which has superseded the richter scale) has never recorded such an earthquake (so it would be designed to withstand an earthquake bigger than any recorded and possibly greater than is possible). Also, it is likely designed with a peak ground acceleration or other measure of intensity - factors such as distance from earthquake and ground conditions are very important in determining how intense an earthquake would be at a specific location.
