a city in the district in the state, and a town in the territory?[edit]

Bicholim is a city and a municipal council in North Goa district in the state of Goa, India. It is a town in the territory of Goa ....

Is the bold phrase purely redundant, or does 'town' and/or 'territory' mean something distinct from what's mentioned in the first sentence? —Tamfang (talk) 20:21, 28 February 2014 (UTC)[reply]
