Language and method of voting[edit]

Noticed this:

The requirement that knowledge of English be spoken for balloting was discussed but not applied.

I'm not sure whether voting was still by show-of-hands at this point, or if the secret ballot and voting booth were by 1894 part of the system; voting in the 1880s was still by show-of-hands; the language requirement discussed would have had to do with the viaability of the show-of-hands system in the same way a literacy test applies to the secret ballot.Skookum1 (talk) 14:57, 26 November 2008 (UTC)[reply]
