- Now that I've had a chance to really looked at the article, you're correct that it should be moved. IAW WP:CAPS "Convention: For page titles, always use lowercase after the first word, and do not capitalize second and subsequent words, unless the title is a proper noun.", which means that this is a non-controversial move. That being the case, I've removed the movereq and moved the page. Anyone who disagrees with the move should make another movereq, and clearly state the reasons to go against convention.
