I've tried searching the literature but climate inertia seems to be used quite liberally to refer simply to the slow response of earth's climate to changes mainly to greenhouse gas emissions, sometimes being used interchangeably with thermal inertia (a phenomenon which perhaps needs its own page):

Even if atmospheric composition were fixed today, global-mean temperature and sea level rise would continue due to oceanic thermal inertia.[1]

It's unclear to me if thermal inertia in the oceans is the main cause of so called climate inertia, but I've also seen it being used to refer to a slow response by society and politicians to climate change in general. I think an expert, or at least someone familiar with the literature could shine some light on the confusing sources already used, mainly the IPCC 2001 Synthesis Report[2], which seems to be where 90% of the article comes from. (Which actually talks of inertia in the general sense, not only in the context of climate systems).
