Is there a road? What is "EFP", anyway?

The photo of the bridge shows what appears to be a road on the end of the bridge where the photo was taken, but seems to show no road on the other end. Is there a road there? What road is it, if any? What "path" is it if it's not a road? And if the deck is only 15 feet wide, I would gather it's a single-lane bridge. Also, it would be nice to explain or link to what "EFP" stands for, rather than just assume the reader knows. I sure don't. There is a Wikipedia page listing various things "EFP" may stand for, but none of them are related to bridges.
