Poland and Holland

Someone changed Poland in this article for Holland (Netherlands). It would be great if the ENCJ would have the courage to critisize the Netherlands because there is a very low degree of transparancy in Dutch Judiciary practice. The standard of transparancy as mentioned in the Bucharest declaration of the ENCJ is: "2 d. Judicial decisions are clearly reasoned and made public." (https://www.encj.eu/images/stories/pdf/opinions/resolutionbucharest29may_final.pdf) But helas they did not have that courage as far as I know. So what to do. Can I ad facts about the official degree of publication of sentences in the Netherlands? Or do we have to just follow the subjective views of the ENCJ by just criticizing Poland?
