Articles should primarily have what reliable secondary sources say about their subject. Wikipedia isn't an archive resource of documents; although excerpts or summaries are often justifiable - a link to a full version makes sense. (Hohum ^@) 17:52, 4 July 2014 (UTC)[reply]
