Front-to-back ratio is a ratio of the gain of the front robe of the antenna to that of its back robe. The higher the front-to-back ratio, the higher the directivity of the antenna and the converse is true. A lower front-to-back ratio is not neccesarily disadvantageous, because of its application on highways to enable equal coverage in both directions of the antenna.
