Overall, nicely written and referenced. I cross checked some sources and the info in the article seems to check out. No neutrality, copyvio, or OR issue detected. Images are appropriately tagged. Some concerns about lack of details and some small suggestions, see below:
Suggest adding reign years to kings when they were first mentioned, e.g. since the reign of King Kamehameha III (r. 1814 – 1854), etc.
Added for the non-obvious ones, mainly the Kamehamehas.
Suggest reorganizing paragraphs in #Early life and family to avoid overly short ones. According to MOS:PARA, "The number of single-sentence paragraphs should be minimized, since they can inhibit the flow of the text" and in WP:PARAGRAPHS, "One-sentence paragraphs are unusually emphatic, and should be used sparingly."- "In 1870, Kapena became the editor ": This seems out of order because the next section starts in 1864. Or is there a specific reason?
I am going to make that a separate section.
Kalākaua appointed Kapena as a member of the Privy Council of State and the Governor of Maui: Add a date for this?

- Given that he was Minister of Finance twice and Minister of Foreign Affairs once (all totalling 7 years), any details on what his actions or policy were during these times? (other than rejecting the already mentioned annexation of Gilbert Islands)

- The list of appointments and positions held by Kapena in this article is excellent. However I feel in general, I suggest more details in order to make the article less dry and more informative. Any detail on his actions as governor, newspaper editor, commissioner of various posts, postmaster general, etc? Or his activities during the state visit to the US - did he continue his previously mentioned opposition to cessation of territory?

Is there anything that can be linked in "Lodge Le Progres de L'Oceanie and the Hawaiian Lodge"? Or mention what they are? (presumably two Masonic lodges)

- I went ahead and crossed out the non-controversial review suggestions. I am looking at this and there are too many gaps in knowledge about this man that require more concentrated look at the primary sources. What he did during the 1874–75 state visit?
