I just finished Fleet of Worlds (Niven & Lerner), and for a while I thought the Gw'oth would turn out to be the Jotoki. But the timing is wrong, unless the Gw'oth world is a regressed Jotok world. Was that the intention??? Also, it's been a while since I've read the Man-Kzin stories with Jotoki, but weren't Jotoki larger? Gw'oth are supposed to be only a couple feet across. I've just also finished reading Fleet of Worlds and concur with the Gw'oth/Jotoki connection. They very much sound like the Jotoki except smaller and fully aquatic. Every other description of habits, appearance and biology matches up. I think it's sufficient to say that this is some sort of lost colony of Jotoki.
