Reason for existing

I would expect the reason for introduction was convenience, not precise measurements. It is a hassle to carry detergent from the dorm to the laundry room and back again before someone uses/steals it. For any one product there are numerous possible advantages and disadvantages. To the extent that independent reliable sources discuss those, Wikipedia should discuss them as well.
In the present case, we don't have sources for that. What we do have is a source saying that they were advertised "as a way to reduce wasted use...by having precise measurements for a load."
Whether they are more or less convenient (How many pods for a half load? What fragment of the world's population is living in college dorms?), more expensive, "fun", more/less effective, invites misuse, etc. are all topics for sources to discuss.
