Define "2nd Highest Rate"

I assume it means "per capita" but the Article should say this as people throw statistics around dishonestly and so it's important to say explicitly what this figure means so as to avoid the natural skepticism the figure should recieve in the absence of the context. Also, what that number actually is should be included. I came here after reading about the dog shooting and during my research I noticed there seemed to be a lot of shootings by LPD and so came here to find out if that was true. It appears to be true. Given that this fact seems to be the primary reason why LPD is noteworthy, it seems like the more detail the Article gives on this, the better.
