Advertising Template[edit]

Can someone please explain why there is an advertising template on this article?

I live in the United States and am most familiar with geographic articles from the United States. This reads in tone and content like articles on counties in the United States which I have read before. I believe that counties in the United States are a similar political subdivision to districts in Vietnam.

I do not see anything that is "Advocacy, propaganda, or recruitment", "Self-promotion" or "Advertising, marketing or public relations" [1].

I think that the correct template is More Citations Needed [2].
