prior laws?

[edit]

The article states that "Delaware was the second state to pass a prohibitory liquor law in 1847". Based on skimming Pathways to Prohibition, I think this refers to a "local option"-type law passed in Delaware 1947. That law, however, was (AFAICT) the ninth of its kind (beginning with New Hampshire in 1838) and these laws were dissimilar to the Maine law's statewide prohibition. Whatever this sentence is referring to, it doesn't make sense that Delaware in 1847 was "second" to Maine in 19851, and if it was second to something else then that something else should be spelled out.
