Feedback from New Page Review process

I left the following feedback for the creator/future reviewers while reviewing this article: I'm super confused by the differences between Majengo, Muheza (the article I'm reviewing here) and Majengo, Tanga City Council. These are different places? But they're in the same administrative region called Tanga Region? Is that correct? Either way, the topic is still notable per Wikipedia's notability of topic guidelines for inhabited geographic places.
