Talk:Modulating retro-reflector

I noted that there are several revisions to my original posting. Most are editorial. The last by Zippanova cited a possible copywrite violation. I fail to understand this. I have cited my reference material by sources in the reference section. Since this came from a U.S. Government source, I do not see why there is any violation. Can someone explain this to me?
