Is published by a highly reliable publisher (based in Iasi, Romania) so it fits WP:RS. The quote: "The next step, namely the conclusion of a conditional union with Romania, voted by the Sfatul Þãrii on 27 March 1918, is particularly controversial, because it was accomplished at a time when Romanian troops were already in Bessarabia."Anonimu (talk) 14:19, 5 January 2014 (UTC)[reply]

It is not a purely academic publisher, as it also published fiction (in dedicated collections). Nevertheless, it is recognised within Romania as a high quality publisher of books on scientific topics. Anyway, here's the resume of Cristina Petrescu, PhD and Lecturer in Comparative Politics and Recent History at the University of Bucharest since 2004. Hope she is reliable enough for you.
