Please note that the requirement is not that it "charts", but that it has been ranked on national or significant music or sales charts. (Note again that this indicates only that a song may be notable, not that it is notable.) The Billboard US Bubbling Under R&B/Hip-Hop Singles, is, by its very definition, a secondary chart of those songs which did not do well enough on the national chart.
