Here's a comment: This article states that the bill in question has already died in committee. It needs a statement/citation that backs up this statement, as a bill generally isn't "dead" until Congress adjourns for the year.

The Thomas link is still alive as of 2/10/08. The opening sentences of this page should be reviewed. Proponents of the bill have stated that it would, for the first time, have written into federal law a mission statement for the NWS. Examination of the bill seems to indicate that this would have been very similar to the latest mission statement currently posted on the NWS website.
