This page is not unambiguously promotional, because... this page explains the Networking and Information Technology Research and Development Program, which is a Government Program to advance IT R&D in the United States. Yes, but it is still quite promotional, quoting its own virtues. And it needs much work to use normal English instead of being in the acronymic language of its members. The bulk of this article (Sections 1-6) has been duplicated—word-for-word—from pages 1-11 of http://www.nitrd.gov/PUBS/2013supplement/FY13NITRDSupplement.pdf (The Networking and Information Technology Research and Development Program - Supplement to the President’s Budget FY 2013).
