It is reasonably well written.

First, the prose is weak if not incorrect gramatically in some spots. The route started at New York State Route 380 (now CR 380) in Stockton, headed to the northeast, entering the village of Cassadaga. is awkwardly worded, while the sentence after that is stubby and abrupt. On April 1, 1980, a large mantainanence swap between the state of New York and Chauataqua County. is not a full sentence. Routes that were given to the county included nearby New York State Route 380 and New York State Route 428, along with 2 reference routes. has an MoS breach.
