The National Register of Historic Places linked in this article notes that the period of significance for this property is 1918-1920. This co-incides with renderings that are available in the National Archives of this development, which was planned during WWI. This article however says Pembroke Village was build in the 1940s.

There must be more information somewhere about the original plans for this development. It would be a great help if someone in Bethlehem PA could check the Bethlehem Room collection of the Bethlehem Public Library to see if there are details from newspapers or other artifacts.
