General Court Martial

The reference to the establishing of a General Court Martial refers to such prisoners. Such as what?
The citation shares details of a court martial of Paymaster John Jennings, held in September 1820. Such as those charged with embezzlement? That hardly seems likely. I have been unable to find anything that would clarify the authors point. Shipsview (talk) 10:13, 13 March 2022 (UTC)[reply]
