need for evidence

Remarks such as "This statement is supported by Hord who states" or "Expert Michael Fullan has found that PLCs are necessary, stating" are no more helpful than one's own view of the expert. But people don't tend to consult an encyclopedia with a knowledge of the merits of the different experts in the field.
