The introduction says something a little funny: that there are no known large matrices with bounded RIP constants, but most reasonable random ensembles have this property. Presumably this should read something like 'there are no explicitly constructed infinite families of matrices with uniformly bounded RIP constants, though it is known that most matrices in some infinite random families satisfy certain bounds'.
