Rewrite

Does anyone object to the following?

Removing spam in rescue challenge
Remove the focus (on the Iranian team?) from the soccer challenge
Update soccer and rescue to refer to the current generation (which is significantly different)
Clean up the excessive External Links
Improve introduction and history
Combine Notary Persons commentary into History
Make the FLL-RCJ comparison into a table
