Notable people
We don't list people unless they have a wikipedia article to show their notability (or would very clearly qualify for an article if one were written) and a reliable source to show their connection to the city. A YouTuber (Devin Cantarano) with no article and no ref [1] does not qualify to be listed as a notable person. We can't even verify that the person even exists.
