Who introduced and when
[edit]ru-wp writes that his category was introduced by Emperor Paul I of Russia during his 1796 reform of the administrative division of the state, but the image show the coat of arms of a zashtatny town dated by 1781. nl-wiki gives date range 1721-1917. Neither wiki cite any sources to resolve this contradiction, so I omit this issue in my stub. Lembit Staan (talk) 19:41, 28 February 2021 (UTC)
