Could use subject-matter expert review
[edit]During the articles-for-deletion discussion I added several citations and expanded the article to make it less stubby. I'm far from conversant in the history of poor laws (I know about workhouses and Edwin Chadwick, but not much else) but the clock was ticking. The article ought to get some attention from a person familiar with the subject. The Caplan and Spectator articles are available online for free.
On a broader note, this article may need to be referenced in other related articles. Although What Links Here[1] shows a bunch of links, that seems to be driven by the Poor Laws of the British Isles template.
