No discussion yet on this article? I would say as it stands it is at least biased toward the environmental / high regulation lobby POV. Where are the libertarians and the economists from CATO Inst. to argue this the other way? Where is the discussion of market inefficiencies and externalities of user pays principle on public goods (highway tolls are good example to discuss)? Gasoline (discussed in article) isn't even a public good, but a commodity!
