Last Sunday or Sunday closest to?

Which one is the right celebration date of world leprosy day? Sunday neares to January 31 or the last Sunday of January? Please fix this accordingly if somebody expert on this now for sure.--Rochelimit (talk) 21:51, 28 January 2011 (UTC)[reply]
