ASEAN flag icon

The ASEAN flag is non-free. However, the notice on en.wikipedia.org/wiki/File:Flag_of_ASEAN.svg page says that "the use of low-resolution images of such symbols to illustrate the symbol in question on the English-language Wikipedia, hosted on servers in the United States by the non-profit Wikimedia Foundation, qualifies as fair use under United States copyright law". The flag icon is, basically, a low-res image illustrating the symbol, so shouldn't we add Flag_of_ASEAN.svg to this English-language Wikipedia template (even though it's non-free for other usages)? 46.242.11.1 (talk) 20:35, 9 June 2017 (UTC)[reply]

Non-free images require a fair use rationale for each page where they are used, explaining why the image is used in that particular place. That can't be done when it's part of a template like this. BegbertBiggs (talk) 11:18, 10 April 2018 (UTC)[reply]
Begbert, thanks for getting back to me, but I still don't understand the issue at hand. Why does the Association of Southeast Asian Nations page use the small-sized ASEAN flag in the infobox without any special copyright notice/fair use rationale (I've searched all over the page and couldn't find anything of the sort), but other pages are prohibited from using a micro-sized version? BTW, when hovering the mouse on a link to the ASEAN page a pop-up appears displaying the ASEAN flag. @46.242.8.76: The fair-use rationales for Association of Southeast Asian Nations and Flag of the Association of Southeast Asian Nations are located on the file page, that's generally where the rationales are supposed to be placed. I don't exactly know the situation for the hovercards, but I'm assuming that's okay because they lead directly to the article in question.
