Dates not years

capitalisation of before_election and after_election

There's a problem with capitalisation in the before_election and after_election values. See Country Liberal Party leadership spill, 2015 for example, which renders as "Leader before election" and "Elected Leader". The word "leader" is not a proper noun, so should be capitalised in "Leader before election" as the first word in a title, but not in "Elected Leader".
