This infobox has several issues, which should be changed or clarified:
Documentation. This template needs documentation how to use it. It also needs a blank template for coping for usage.
Type. It is not clear, what is the scope of this infobox. The name says just 'refinery' what means that in addition to oil refineries it should be used also in articles about other type of refineries (e.g. sugar refineries, salt refineries, metal refineries, gas processing plants etc. In this case, the infobox should include the Type field. If not, and the infobox applies only to oil refineries, the template should be moved to Template:Infobox Oil refinery. Both options are possible, but this issue should be clarified.
City and address fields. Address field should be removed per WP:NOTDIRECTORY. Instead of it, it needs Country field (compulsory) and State/Province field (optional). Also City field should be compulsory.
Refining center field. This is not clear, what refining center means in this context. After reading the Montreal Oil Refining Center linked from Shell Canada - Montreal East Refinery infobox, I am very skeptical about this concept as the existence of Montreal Oil Refining Center is not verified any reliable source. Right no this concept seems like POV pushing and this field better to be removed.
Company field. It is ok for most of refineries. However, the could be cases that the refinery has several owners or the owner and operator are different entities. Therefore, I suggest to add Operator field and Owners/Partners field.
Founded field. In addition, the Decommissioned field is needed.
Capacity field. Propose to add an autoconversion function {{convert|oilbbl/d}}. Separate field should be for the case if tonnes per year is used.
Other refineries of the company field. I don't think this information should be included in this infobox. Instead of this, templates at the end of articles such as {{Template:Shell oil}} should be used.
