New template: Usercatb

I made a new template, {{Usercatb}}, that replaces the base one (usercat) along with the -1 and -2 versions, all the while maintaining compatibility and adding new features. Please check it and start using it, as it's worth it. -- alexgieg (talk) 21:42, 17 May 2008 (UTC)
