Draft of new template for content added with citation

The template page is an initial effort to develop a template similar to {{uw-unsourced1}}, but differing from it in that the user did provide a citation, it's just that it didn't do the main job of a citation of verifying the content. (Here's a diff of the two templates.) So, this template is aimed at the user who has mastered (at least at some level) the mechanics of forming a citation, but hasn't yet grasped the policy aspect of WP:V that requires that the cited source verify the added content.
