J. Todd Kincannon, Esq., (born June 12, 1981) is the Chairman of the Simpsonville, South Carolina Election Commission of Simpsonville, South Carolina. He currently resides in Simpsonville. Kincannon earned a J.D. from the University of South Carolina School of Law in 2007, where he was a member of the South Carolina Law Review, the Order of the Barristers, and the Moot Court. He also won a variety of appellate advocacy awards during his tenure in law school.
Prior to law school, Kincannon completed graduate work in the fields of nanotechnology and analytical chemistry at Clemson University. Kincannon also holds a B.S. degree with a triple major in chemistry, physics, and mathematics from Erskine College and an A.S. degree from Greenville Technical College in science.
Kincannon has been involved in a variety of high-profile election protests[1][2] in South Carolina, several of which have been appealed to the South Carolina Supreme Court. The most notable of these is Gecy v. Bagwell, 642 S.E.2d 569 (S.C. 2007),[3][4] a protest trial Kincannon presided over. This case was argued before the South Carolina Supreme Court, which unanimously affirmed Kincannon's opinion and order.[5] Another notable election protest involving Kincannon was Horton v. Elliott,[6][7] where Kincannon was qualified as an expert witness with respect to election practices and procedures. In Horton v. Elliott, Kincannon offered extensive expert testimony as to the requirements of the Voting Rights Act and the standards for overturning elections in South Carolina.[8]
Kincannon is a nationally noted parliamentarian[9] and a member of the American Institute of Parliamentarians and the National Association of Parliamentarians. Also of note, the J. Todd Kincannon Awards are given in Kincannon's honor at his alma mater of Erskine College. These awards are given to students in a variety of courses of study based on academic achievement and character.[10][11]
According to his LinkedIn profile,[12] Kincannon was involved in the South Carolina Republican Party as a parliamentarian and general counsel from 2004 to 2010, culminating in service as executive director, a position which he resigned after three months.[13]
A number of media outlets detailed a range of inflammatory messages he posted to his Twitter account[14] in 2013, which include saying that transgendered people should be placed in a concentration-style camp.[13][15] His Twitter account was suspended in late 2013.[14]
